District Governor Nominee Selection Procedure

Nominating Committee Responsibilities

During January of each year, the District Nominating Committee will select a nominee for Governor Nominee to serve the year following that of the currently elected Governor Nominee. The selection will be accomplished using the following specifications and in accordance with Article XIII of the Bylaws of Rotary International.

The Committee shall be charged with the duty to seek out and nominate the most qualified candidate for Governor Nominee without regard to geographic location or personal popularity. Selection shall not be limited to those names submitted by the clubs in the district. Past performance in the District should be a consideration.

Committee Membership Qualifications

When the Nominating Committee is selected, only the presidents-elect, sitting club presidents and past club presidents are eligible for membership on the Committee.

No Rotarian shall serve on the District Nominating Committee more than two times in succession

Committee Membership and Selection Procedure

The immediate Past District Governor will serve as the Chair of the Nominating Committee. (In the event the chair is not able to serve, the first preceding Past District Governor who is eligible to serve will chair the Committee.)

The District Governor is an ex-officio voting member of the committee.

Each sector (as defined in the Leadership Plan in effect at the time of the District Conference) will have one representative as a member of the Nominating Committee.

At least 60 days before the District Conference, the District Governor will invite each club to nominate one person per club for consideration as the sector representative to the Nominating Committee.

During the business meeting at the District Conference, the clubs in each sector will elect one of the nominated persons from that sector to represent them on the Nominating Committee during the following Rotary year. Each club in attendance will have one vote. The person with the most votes will be the representative and the second highest will be the alternate. The alternate will serve on the committee if the representative cannot serve for any reason.

In the case of no elected member from a sector, the District Governor, with the consultation of the District Governor Elect, will appoint a representative and an alternate from that sector. Appointments will be made within the two weeks  following the District Conference.

The District Governor may appoint two eligible Past District Governors who are still members of a club in the district to serve on the Nominating Committee. Appointments will be made within the two weeks following the District Conference.

The District Governor Elect may also appoint two eligible Past District Governors who are still members of a club in the district to serve on the Nominating Committee. Appointments will be made within the two weeks following the District Conference.

Governor Nominee Selection

The Governor will invite the clubs to submit their suggestions for candidates for Governor Nominee in accordance with Section 13.020.3 of the RI Bylaws. This shall be done in writing and will also include the date for the candidate interviews.

The Nominating Committee will be convened to consider the candidates at a time and place selected by the chairperson.

All candidates to be considered for the position of Governor Nominee shall be invited and must personally appear for an interview before the Committee on the published date.

Those Committee members present shall constitute a quorum.

A simple majority of the quorum present shall be sufficient to select a candidate for nomination.

All votes of the Committee shall be by secret ballot, which shall be counted by the chairperson and a sector representative appointed by the chairperson. All ballots shall be forwarded to the District Governor with the report of the Nominating Committee.

Guests are welcome for the interview process, but all deliberations of the committee shall be in closed session and remain confidential.

A report of the actions of the Nominating Committee will be made to the District Governor immediately following the Governor Nominee selection.

Effective Date

This procedure will be effective at the time it is approved.
